2008-2009 State Officers

Terilyn Heling - State President

Bonduel High School


Terilyn Heling is a senior at Bonduel High School in Bonduel, Wisconsin. This is her fifth year in SkillsUSA and is currently serving at your Wisconsin State President. Terilyn first got involved in SkillsUSA in eighth grade when she attended the State Championships in Team Problem Solving. SkillsUSA has been one of the most influential aspects of Terilyn's life, and she accredits her speaking, team work, and leadership skills to this great organization. She is looking forward to meeting many new people this year and is extremely excited to fulfill the position of your Wisconsin State President.

As well as SkillsUSA, Terilyn is a member and officer of multiple organizations including SADD, FBLA, and Student Council. Terilyn enjoys coordinating and assisting in community service, church, and school activities. In her free time, Terilyn loves playing volleyball, tutoring, and writing.

Upon graduating in the spring of 2009, Terilyn plans on attending college for English and Spanish secondary education. She hopes to become a high school teacher and eventually a college professor.

Brandy Kopa - State Vice President

Winter High School


Brandy Kopa is a junior at Winter High School.  She is serving her second term as a Wisconsin SkillsUSA State Officer, currently your State Secretary, and is in her third year as a SkillsUSA member. Brandy has also competed in Opening and Closing Ceremonies and Prepared Speech.  One of her favorite things to do as a state officer is to run leadership conferences in the fall and meet new people. Besides SkillsUSA, Brandy is very active with organizations in her high school.  In her free time, she enjoys hanging out with close friends, playing basketball, running cross-country, and dancing. Brandy plans to become a commercial pilot after high school graduation in the spring of 2010.

Sara Haskell - State Treasurer

Bay Port High School


Sara Haskell is a senior at Bay Port High School in the Howards-Suamico School District. She has been in SkillsUSA for four years and has held several officer positions in her chapter. She is currently serving her first year as a Wisconsin State Officer as your State Treasurer. She has competed in many competitions such as Community Service, Prepared Speech, and Chapter Display. In SkillsUSA, she enjoys meeting new people and attending leadership labs. Besides SkillsUSA, Sara has been involved in German Club and Debate Team. Sara works hard in school and at her jobs. She hopes to attend Brigham Young University and major in Political Science after graduating high school in the spring of 2009.

Sean Philipps - State Secretary

Howards Grove High School


Sean Philipps is a senior at Howards Grove High School. This is his second year as a state officer and fifth year in the association. He has competed in CO2 Dragster and Team Problem Solving. Besides SkillsUSA, Sean is active in his local Boys & Girls Club, church, and school. He enjoys singing, theater, and helping out in the community. After graduating high school in the spring of 2009, Sean plans on attending college and studying Performing Arts and Secondary Education.

Joe Lange - State Reporter

Waunakee High School


Joe Lange is a senior at Waunakee High School.  This is his first year as a state officer, and he is currently serving as your State Reporter. It is his third year as a member of SkillsUSA. His first year as a member was a learning experience since he wasn't aware of what SkillsUSA was as an organization. During his junior year, Joe became more involved and served at his local chapter's president. He was encouraged to run for state office by one of his advisors and he can proudly say he enjoyed his time running for office. When Joe isn't involved with SkillsUSA events, he enjoys playing football, basketball, throwing discus and shot-put, hunting, fishing and music. He maintains a busy high school schedule, but is also ready to take on a full year of SkillsUSA to help improve the state organization. He is looking forward to meeting as many people as possible, so please, don't be shy in contacting him! Joe is planning on attending UW-Madison to major in engineering after graduation in the spring of 2009.

Vinny Vandenplas - State Historian

Green Bay West High School

Vinny Vandenplas is a senior at Green Bay West high school. This is his fourth year being involved in SkillsUSA but it is his first year on the state officer team, and he is serving as the State Historian. In previous years he has competed in Team Problem Solving and Cabinetmaking. He works hard for his local chapter and will do the same for the state organization. In his free time Vinny enjoys playing guitar and practicing with his band, as well as spending time with his friends and listening to music. Vinny loves taking Tech Ed classes and after high school plans to attend UW-Stout for Technology Education.

Ryan Ballard - State Parliamentarian

West De Pere High School


Ryan Ballard is a senior at West De Pere High School currently serving as your State Parliamentarian. He gladly accepts the duties of his title as he makes the most out of his first year in SkillsUSA. Not only is he excited to be a part of the officer team, but he is also excited to connect with the local SkillsUSA members around the state. Besides SkillsUSA, Ryan is interested in soccer, track, scuba diving, water sports, building things, and just having a good time. He continues to maintain a challenging schedule in and out of school in order to experience as much as he can. Ryan's first priority will always be SkillsUSA and by working vigorously, he will strive to achieve his goals and help others to reach theirs. He hopes to attend the University of Minnesota - Twin Cities and study engineering after he graduates in the spring of 2009.

Kelsey Mehlhoff - Immediate Past State Officer / National Secretary

Waunakee High School
Kelsey Mehlhoff is a third year member of SkillsUSA. She has served all three years as a Wisconsin SkillsUSA State Officer, and is currently serving as your State Vice President.  Kelsey has spent the past two years working to direct and coordinate leadership labs, good will tours and state conferences. She is currently a senior at Waunakee High School and an avid student who enjoys a rigorous course load. 

Regardless of what she is doing, Kelsey is passionate about her work. Kelsey seeks to establish a positive relationship with everyone she meets and has worked hard to promote the SkillsUSA organization. Being a part of SkillsUSA and interacting with hundreds of students has been a tremendous reward for Kelsey. Kelsey hopes to continue working with SkillsUSA members in the coming year in order to inspire more students to join SkillsUSA and to enjoy all of the benefits that SkillsUSA has to offer its' members. Kelsey is looking forward to graduating in the spring of 2009 and plans to enter college next year.
